There are 11 effects and you can choose from: black and white, sepia, translucency, contrast and more. Just tap the Aicon app on your springboard, choose the effect you like and follow the help info.

Aicon jailbreak tweak supports iPhone, iPad and iPod Touch, requires iOS 5 or higher and is available in Cydia under the BigBoss repo for $1.99.
